Dr. Wolf and his staff, working with our subcontractor Tetra Tech EC Inc., and the State of Washington’s Salmon Recovery Funding Board (SRFB), developed a multi-year, Before-After-Control-Impact (i.e., BACI) design to study the effectiveness of salmon and steelhead habitat recovery projects. Nine categories of projects were identified and a statistical benefit. The Board for subsequent rounds of funding review and award adopted cost approach.​

Dr. Wolf and his staff engaged Tetra Tech as a project partner in the program’s development and its implementation across 90 sites across the State of Washington. The SRFB has funded more than 5,307 projects and has spent more than $694 million, as of 2015, in state and federal funds toward salmon recovery as of 2019.
